EXPLANATORY NOTE
The present project has been prepared by request of the investor on the basis of a designing assignment and a Visa for designing issued by Smolyan Municipality.
The project-and-accounting documentation includes the structure of the Residential Building, its capacity and economic indicators on the basis of PUP/translated as Detailed Structural Plan/ and a Visa for designing issued by Smolyan Municipality
In the preparation of the project there has been considered the requirements of the Law for amendment and supplement of the Law for Territorial Development, “Ordinance 7 for rules and norms for development of the various territories and development zones”, “Ordinance 6 for developing an accessible environment in the urbanized territories”, “Ordinance 4 for the range and content of investment projects, necessary installations, furnishing and equipment for such types of buildings”.
I. CHARACTERISTICS OF THE REGION:
Pamporovo holiday resort and the Raikovski Livadi area are famous for their incomparable beauty, which combines some of the most beautiful scenic views of the Rhodopi Mountains, the appeal of the unforgetable lakes and its strategic location near the town of Smolyan, the future ski centre “Perelik”, the town of Chepelare and a lot of tourist attractions in the area.
1. LOCATION AND COMMUNICATIONS:
Pamporovo holiday resort is situated in the central part of Southern Bulgaria in the Rhodopi Mountains, 30 kilometres from the border with the Republic of Greece, at an altitude of 1500-1950m.
The transport links with the rest of the country are through roads of the first-class and second-class road network. The city of Sofia is 235 km away /3 hours/, the city of Plovdiv is 85 km away /2 hours/, the town of Kardzhali is 95 km away /2 hours/, the town of Devin is 35 km away 40 min/, the town of Smolyan is 15 km away /20 min/, the town of Chepelare is 15 km away /30 min/, the town of Xanti in Greece is 95 km away /2 hours/ and Aegean Sea in Greece is 115 km away /2 hours 20 min/.
The nearest airport is in the city of Plovdiv, 85 km away /2 hours/, and Sofia Airport is 235 km away /3 hours.
2. ADMINISTRATIVE, COMMERCIAL AND CULTURAL SERVICE:
Pamporovo holiday resort has a lot of facilities for administrative, commercial and cultural servicing for visitors.
The town of Smolyan is an administrative centre of the Smolyan Region and the Municipality and for that reason all Regional and Municipal headquarters have their offices there, namely: Regional Administration, Municipal Administration, District Court, District Hospital, District Offices of Postal Service, Telecommunications, Electrical Supply Company, Water Supply Company, Hygiene and Epidemics Inspection, Environment Protection Inspection, Police, Customs, etc.
In the town of Smolyan there are also branches of many banks, such as “Bulbank” /from the Unicredito Group/, “Reiffeisen Bank”, “Express Bank” /from the Societe General Group/, “DSK Bank” /from the OTP Group”/, “First Investment Bank”, “SI Bank”, “Postbank”, “Cooperative Bank”, “United Bulgarian Bank” and others.
In the town there are a lot of trade centers from the light and heavy industries, food, wine and tobacco industries as well as many hotels and catering establishments and petrol stations of OMV, Shell and others.
In the town of Smolyan there are the Rhodops Drama Theatre with its unique building and the State Song-and-Dance Company, the Exhibition Gallery, the Ethnographical Museum, the largest Planetarium and Astronomical Observatory on the Balkan Peninsula.
The football and volleyball teams of “Rhodopa” – Smolyan play in the respective “A” groups of the championships, and in the Olympic-sized swimming pool many future Olympic champions used to train.
3. TREKKING ROUTES:
In the region a lot of trekking routes that include the municipalities Smolyan, Chepelare and Devin have been developed and marked.

Route 6. – Smolyan – “Kainadina” – the village of Kremene – Nadartsi – “Uhlovitsa” cave – the village of Mogilitsa. Blue marking, 5-hour march.
B. Municipality of Chepelare:
Route 1. – Pamporovo – Mechi Vrah – Mecho Grobe – “Izgrev” hut /5 hours 30 min/ - “Gluhite Kamani” hut – “Chudni Mostove” /5 hours/ “Kabata” hut /5 hours/ through the village of Malevo.
Route 2. – Pamporovo - Mechi Vrah – Mecho Grobe – “Izgrev” hut /5 hours 30 min/ - “Gluhite Kamani” area – “Chudni Mostove” /5 hours/, “Kabata” hut through the village of Hvoina.
C. Municipality of Devin:
Routes to the “Trigrad Gorge”, the precipice cave “ Diavolskoto Garlo”, “Trigrad Cave”, “Yagodinska Cave” and others have been developed.
There one-day, two-days’ and three-days’ expeditions on horseback and horse-riding in horse stables in the Pamporovo holiday resort, Chepelare and Trigrad.
4. SKI TOURISM:
In the area there are excellent conditions for ski tourism by means of all ski-runs, facilities /lifts and tow-lifts/ and services of the Pamporovo holiday resort, all of which are to expand in the future together with the construction of the “Perelik” ski centre.
The terrain of the Residential Complex is 1200 m away from the central ski-ground of Studenets hut.
5. FISHING AND HUNTING TOURISM:
In the area of the Residential Complex there are the Smolyan Lakes, with fish in them bred artificially and with fishing allowed.
In the vicinity there are the rivers Arda, Cherna, Shirokolashka, Vacha and trigradska, as well as the Vacha dam and the dams Teshel and Dospat.
There is a game sanctuary 30 km away from Smolyan for hunting especially organized for tourists.
6. VILLAGE TOURISM:
This region of the Rhodopi Mountains is rich in villages with good facilities and the village tourism is well-developed and with the assistance of the “Sapard” programme these facilities and services are increasing.
II. CURRENT SITUATION:
The plot stipulated for the construction of the Residential building is in Pamporovo holiday resort, in the “Raikovski Livadi” area, q. 14, RLP XIII-1054 and has an area of 1257 sq. m.
The Regulated Land Property (UPI) borders to the north with a Regulated Land Property, to the east with property – meadow, to the south with property – meadow, to the west – with street regulation.
At the borders of the Regulated Land Property the terrain is steep with a slope of 20% to the east.
The plot is situated at an altitude of 1500 m. and 90 m to the north of it is the holiday home of the National Electric Company.
Plumbing and sewerage have been constructed and are to the west of the Regulated Land Property.
III POSSIBILITIES FOR CONSTRUCTION ACCORDING TO PUP (Detailed Development Plan) for UPI (Regulated Land Property) XIII - 1054:
The UPI on which the construction of the Residential Building is to be built is with an area of 1257 sq. m.
In accordance with the PUP the parameters of building-up are:
1. Building-up density (P building-up) – 30%;
2. Intensity of building-up (Q int.) – 1.5;
3. Area of greenery (p green.) – 50%
4. Average building-up, floors – 4 floors with a height of up to 12 m.
With an area of the plot of 1257sq.m. the possible parameters for building-up are:
1. Built-up area 377sq.m. (1257 ? 0.30 = 377)
2. Total built-up area (on and above the terrain) 1886sq.m./1257 ? 1.5 = 1886/
In accordance with Art. 31(2) of the Law for territorial Development, with average residential building-up (up to 15 m. height), the standards for the distances between the buildings of the main building-up are:
1. To the side borderline of the regulated land property – at least 1/3 H.
To the borderline to the far side of a regulated land property – at least 6 m.
IV. RESIDENTIAL BUILDING – DESIGNING SOLUTION:
In the designing of the residential building all ordinances and enactments concerning this type of building have been considered, as well as the requirements of the investor in connection with the volume, contents and the character of the building and the materials used.
In its volume the building has been designed as two blocks following the terrain, with a gradual transition between them, realized by the roofs which in some places pass through two floors.
In its contents the building is residential, containing 29 flats, Ski Wardrobe, 29 storage facilities /cellars/, a garage for 14 cars and service rooms.
In front of the building there is a parking lot for 10 cars in the open, as well as approaches and pathways for pedestrians.
The design complies with the requirements of Art.4 (1) of Ordinance 6 for creating an accessible environment in the urbanized territories, concerning the provision of free access for people with disabilities in places for pedestrians, pathways and parking spaces.
In the building there are not provided flats for people with disabilities and that is why the requirements of Art. 31 (2) from Ordinance 6 have been abided by6
1. SITUATIONAL SOLUTION:
The Regulated Land Property borders to the north with Regulated Land Property, to the east with property – meadow, to the south with property – meadow, to the west – with street regulation.
With regards to the situation the building is situated in the western part of the Regulated Land Property, 5,80-8,80 m away from the street regulation line, east – at least 10,80 m from the far side of the plot, south and north towards the side regulation lines with at least 3.0 m for the low bodies with H up to 10 m and minimum 1/3 from H with the bodies with H up to 12 m from the side regulation line. From north towards Regulated Land Property the bodies are with distances in accordance with the requirements of Art. 31 (5) from the Law for territorial Development.
The approach for pedestrians is along the street to the west, and the main entrance of the building is situated on the western side of the building. To the north there is a second entrance from the staircase.
The approach for cars is from the street in the west part of the plot.
2. FUNCTIONAL SOLUTION:
In the functional respect the building is residential /for seasonal use/, containing 29 flats, Ski Wardrobe, 29 storage facilities /cellars/, Garages for 14 cars and service rooms.
Under the building there is parking and in the open, as well as approaches and pathways for pedestrians.

3. VOLUME SOLUTION:
In its volume the building has been worked out into two blocks, following the terrain and with a gradual transition between them, realized by the roofs, which in certain places pass through three floors.
The volume of the building encompasses under-the-roof areas with sloping roofs of slants of 40%, 80% and 241% following the displacement of the terrain.
4. MATERIALS USED FOR THE FINISHING WORK:
On the Exterior:
Stone facing of the levels connected with the terrain.
Heat insulation system with silicone plaster on the walls and on the bow-
windows.
Wooden window frames for the sealed windows.
Copper tin on the roofs, the front parts and the edges.
In the Interior:
- On the floor – granite, terracotta, laminated parquet
- on the walls – whitewash plaster, stucco ground coat, white latex, fayans tiling.
- on the ceiling – whitewash plaster, stucco ground coat, white latex, suspended “Hunter”.

In respect of the structure the building will be designed with a reinforced construction, with girders into the façade walls and without girders in the remaining part.
The founding is to be performed by means of a foundation, and the construction is to be with a monolithic construction system.
A total heat insulation of the building is planned, together with waterproofing wherever necessary.
The heating of the building is mixed, with electricity in the common parts and according to each person’s individual choice in the flats, and in kitchenettes and living rooms are provided chimneys.
All premises without natural ventilation are to be ventilated by means of a deliberate ventilation – suction.
Where needed, siphons have been planned and the necessary number of sinks and washbasins with taps with hot and cold water.

6. FIRE SAFETY:
- Group according to the flammability of the materials:
- of supporting walls and columns, walls of staircases – non-flammable 5 hours 30 min
- roof horizontal structures between the floors – non-flammable 3 hours
- of the non-supporting outer walls – non-flammable 5 hours 30 min
- of the non-supporting inner walls – non-flammable 1 hour 30 min.
- landings, girders, flights of stairs and steps in the staircases – 2 hours 30 min
- walls of corridors and other passages for emergency exit – 5 hours 30 min
- of the roof structure – hardly flammable
- Degree of fire resistance of the building and equipment – I.
1. Category of fire hazard – “B”
2. In accordance with Ordinance 2 PSTN the following actions for fire protection have been planned:
- Vehicle access to the building has been provided for the needs of fire extinguishing operations.
- In the room of the electricity panel, hydrophore, ski wardrobe and the entrance from the staircase for the basement, fire protection metal doors have been provided – non-combustible 78 min from tin, with mineral wool with thickness 50 mm and automatic mechanisms for closing.
- Lightning-conducting and earthing installation has been planned.
- The necessary devices and equipment at-hand for fire extinguishing have been provided.
- In the part “ Plan for Safety and Healthcare” all required actions, devices and equipment at-hand for fire protection of the construction site have been provided
- The wooden structure of the roof /beams and ribs/ are coated with three layers of fire-barrier plaster cardboard GFK – Non-flammable 1 hour 30 min
- In the areas where the chimneys intersect with the plane of the roof, the wooden structure of the roof is 15 cm away from them, and the periphery of the chimneys in the intersected areas is coated with 3 layer of fire-barrier plaster cardboard GFK – non-flammable 1 hour 30 min.
- The roof structure of the staircase shaft is reinforced concrete, non-flammable 3 hours, and the staircase provides access to the usable under-the-roof area, which is divide into three parts with a maximum area of 53 sq. m. with non-flammable walls 5 hours 30 min., all the way up to the non-flammable coating of the roof.
- The metal columns of the roof are covered with fire-barrier paint and coated with 3 layers of fire-barrier plaster cardboard GFK NF 2 hours.
3. Evacuation
- One fire escape with two exits has been planned.
- An installation for emergency lighting with the necessary markings has been planned.
- Along the emergency passages notices and signs with drawings and indicating signs have been planned.
- All doors along the evacuation routes open outwards and are sealed against smoke with mechanisms for closing and anti-panic locks and, according to regulations, they are as wide as the flight of stairs.
- Nowhere along the route for evacuation, landings and flights of stairs there are elements, facilities and equipment diminishing their width.
- There is natural light in the evacuation routes and the staircase bay
- The floorings in the evacuation routes are durable, non-slippery and non-flammable.
- The longest distance from a residence or premises to the staircase shaft is 13.2 m /art. 163, chart 18 from Ordinance 2 PSTN - max 25 m/.
4. The building shall be equipped with the following devices and equipment at hand for extinguishing fire:
- On every floor
- powder fire extinguisher 12 litres – 1 /9 in total/
- water pump – 1 /9 in total/
- In the room of the central electricity panel:
- - powder fire extinguisher 12 litres – 1.
In the part “Electricity, water Supply and Sewerage” the requirements for the separate installations have been followed, with regards to fire protection; for more details see the respective projects.
In the part “Architecture”, section Safety, Labour Hygiene and Fire Protection has been developed.
5. SANITATION AND HYGIENE REQUIREMENTS:
In the part “Architecture”, section Safety, Labour Hygiene and Fire Protection has been developed for the site, in which, in detail, the actions concerning this section have been described, namely:
- Providing the safety of the production equipment.
- Proper atmosphere.
- Clean air.
- Natural and artificial lighting in accordance with regulations.
- Noise and vibrations.
- Sanitation.
- Fire protection.

When designing the building the requirements of Rules and Regulations for Designing Residential Buildings” have been followed.
- Suitable conditions and equipment for washing and disinfecting of the floors, walls, furniture, equipment and instruments.
- Suitable atmosphere in all the premises.
- The necessary quantity of hot and cold water has been provided.
- The lighting in the different kinds of premises is up to the standards of the Bulgarian State Standards 1786. Lighting. Natural and artificial.
- In the premises there is a natural and deliberate ventilation for carrying away the dirty air, and for preventing overheating, dust loading and vapour condensation.
- The floors, ceilings and walls are made of waterproof, non-absorbent and non-toxic materials, allowing for wet cleaning and disinfection. Floor siphon are planned wherever required.
6. SOLUTIONS FOR ACCESSIBILITY:
When designing, the requirements of art. 4 (1) from Ordinance 6 for building an accessible environment in the urbanized territories, concerning the provision of free access for people with disabilities in the areas for pedestrians, pathways and parking spaces have been followed.
In the building there are no flats for people with disabilities; in view of this, the requirements of art. 31 (2) from Ordinance 6 have been followed.
Free access has been provided for people with disabilities with regards to the areas for pedestrians, elements for moving from level to level, places for parking and elements of the furnishing of the accessible environments, as well as in the building and at the entrances.
The specific requirements for movement have been followed, including on long distances, along sloping areas, with different technical means, with a guide, when crossing streets, going upstairs and downstairs, standing, pressing buttons and catching, providing a range of accessibility and height of visibility.
- - The accessible routes are with a width bigger than 120 cm, longitudinal slope of not more than 5% and crosswise slope of 1.5 to 2.5%.
- The floorings are made of smooth and non-slippery materials.
- Tactile bands have been planned for people with impaired eyesight.
- Two spaces have been provided for parking in the outdoor parking space, with the necessary dimensions and marked with a road sign D21 “A Disabled Person” and with road marking with the international symbol “A Disabled Person”.
- The accessible entrance of the building is marked with the international sign “A Disabled Person” and, in front of it, a space with dimensions of not less than 150 to 180 cm has been provided.
- The entrance door has two independent wings of 90 cm each.
- The free space between two consecutive doors with hinges, opening in one and the same direction, is not less than 120 cm plus the width of the wing.
- The door handles are convenient for getting hold of, at a height of 120 cm plus the width of the wing.
- The doorsteps are 0.5 to 2 cm high and with a bevel of not more than 1:2.
All accessible routes are with a width larger than 90 cm, and the floorings are firm, resistant and non-slippery.
- - When, on the walls, items are mounted with lower edges at a height of 68 cm to 210 cm from the floor level, they do not project more than 10 cm into the accessible space.
- The flight of stairs is not less than 120 cm wide.
- The height over which a flight of stairs extends is not more than 180 cm.
- The steps are equal, with a height not more than 17 cm and with front parts sloping inwards.
The stairs are designed with a non-slippery flooring, and the first and the last steps are a different colour from the colour of the flooring.
- The doors of the accessible premises are with a light width not less than 90 cm, and the handles of the doors leading to hazardous area are with embossed marking.
